I never did buy off on the sewer pipe discharging directly to the creek. Surely there was some sort of treatment system even prior to the Clean Water Act of 1970.

There's a place just South of Oceanside California where they had a huge sewer pipe that discharged raw sewage directly into the Pacific Ocean up until the early 60's, so the concept is not without precedent. The pipe is still there, and it's a huge fishing spot to this day for offshore fishing boats.

Prior to sometime in the early 70s, there was this company dumping a lot of brine water with high mineral concentrations into the Trinity via 20" or 24" pipes. At some point the government (I suppose the EPA) had them stop. The water was then put in shallow reservoirs to let the stuff somewhat settle out and let the sun do something to the liquid, then it went to the river. Not sewer like in the movie, but nasty stuff still.

Yeah, the raw sewage from a prison in BFE in that time period is believable.

Well, for me at least, the pollution issue with the sewer pipe isn't as problematic as the contents of the pipe clearly being under very high pressure, released via eruption when he knocks a hole in it.

Then, it's inexplicably nearly empty and settled just seconds later

Also, it's open at the terminus at the drainage ditch, which means the contents wouldn't be under pressure to begin with

Finally, while the narrator correctly states 500 yards is equal to 5 football fields, he also says it's "close to a half a mile"
